Recommendations to reshape Tay Cities Region Deal for maximum regional impact

The Tay Cities Region Deal Partnership is recommending a reshaped Deal programme to keep the £300 million investment on track and focus funding on the projects best placed to deliver regional impact.

The Tay Cities Region Joint Committee will meet on 19 June to decide on the recommendations that follow a major review of the programme to respond to inflation, construction pressures and wider economic change, while protecting delivery of the Deal’s original commitments.

Signed in December 2020, the Tay Cities Region Deal is a joint investment by the UK and Scottish Governments across Angus, Dundee, Fife and Perth & Kinross. By April 2026, more than £156 million had been released, supporting more than 5,300 jobs and securing £253 million in leverage. With the Deal now in year seven of its 10-year investment period, partners agreed a structured review was needed to address delivery risk and strengthen confidence in the remaining programme.

The reshaping exercise was carried out in two strands. Strand 1 reviewed the existing programme, asking project, programme and fund owners to show they could still deliver as agreed or justify any changes needed to stay on track.

That process led to five change requests, three of which were approved. It also identified one programme and eight projects as unable to proceed within the Deal, releasing £49.857 million for reallocation and creating an opportunity to redirect funding to stronger, more deliverable proposals.

Strand 2 focused on new opportunities. An open call for projects launched in December 2025, and 30 submissions were assessed against strategic fit, deliverability and regional economic impact.

Proposals were scored and shortlisted through a series of review boards and multi-agency panels and the Partnership is recommending five new projects for funding: 

  • 2 Sisters Food Group
  • Clean Growth Co-location Programme
  • LIVEHOUSE
  • Montrose Port Offshore Wind Prioritisation Project 
  • Perth Broxden Roundabout Improvement Package

Together, these projects are expected to deliver jobs, construction activity, leverage and infrastructure improvements, helping keep the Deal on course to support more than 6,000 jobs and leverage £400 million of investment across the region.

Graeme Dailly, Chair of the Tay Cities Region Management Group said: “We are recommending that the £49.857 million released through reshaping should be reallocated to five new projects, subject to business case development and formal approval by the Joint Committee and both Scottish and UK governments.

“We believe this represents a strong package to ensure public investment backs projects with the potential to transform the regional economy as well as deliver by 2030.”

About the Tay Cities Region Deal

The Tay Cities Region Deal is a partnership between local, Scottish and UK governments and the private, academic, and voluntary sectors which seeks to create a smarter and fairer Angus, Dundee, Fife, and Perth & Kinross under the headings Inclusive Tay; Innovative Tay; International Tay; Connected Tay and An Empowered Tay. 

The Scottish Government and UK Government will each invest up to £150 million in the Tay Cities Region Deal over 10 years, subject to final approval of robust business cases.  

As of 30 September 2025, over £232 million of Government has been approved by Governments and the Partnership for investment and over 5,300 jobs have been created. This central investment from both Governments has the potential to lever in £400 million of investment, of which more than £258 million has already been secured by Projects.
